Hi Michael, below steps are for WSUS 2.0 and your WSUS is 3.0, so you couldn’t find Updates / Approve for installation. Please refer to this link for your WSUS 3.0 deployment, hope this could help you.

Hi Michael, open the server manager in your WSUS computer, you can see the WSUS in the server manager, right click your WSUS server and select the Windows Server Update Services, Below screenshot for your reference.
Then you will enter into the WSUS console toolbar as below.

In other articles I see that when MS wants you to open the Options it says "run the WSUS Administration console ... /Options". If you mean MS uses the terms "toolbar and console" interchangeably then I can't find Updates / Approve for installation in the Options/Automatic Approvals:
