    Have a bit of a quirky issue.  Have a new Windows 7 pro 64bit pc with a integrated and comprehensive hydrologic, hydraulic, and water quality simulation model application for the effective management of urban stormwater and wastewater collection systems that won't run unless logged on as a domain admin.  The program will launch when logged in as a user with power user rights however when we try to initialize there is a failed to Load control 'licGUI' from HnLicCtrlB.ocx message.  When logged in as a domain admin it works fine.  We have been working with the application support team with no luck so far. We have installed the app as the local admin and as the user run as administrator with no change.  any ideas? Oh and we have other users that have the same pc setup who use the program with no issues, so it seems specific to this user and this pc.

    To make it clear, I would like to confirm the following details:

     

    1.    Did you get the same error message when you failed to install this application in power user and local administrator?

     

    2.    What are the exact error messages?

     

    3.    How did you install this application?

     

    Currently, you could try a Clean Boot to check how it works.
