I am not able to add new favourites because my account

Sir or Madam,
I am not able to add new favourites because my account does not have permission to add a web page to c:/users/(your account)/favorites/ directory. I need to modify this directory security position but I don't know how to do this. If you can please e-mail the steps involved to take care of this matter. Note I am using Vista Home Premium and Internet Explorer 9. Thank you in advance.
