IE9 Update that won't install

I want to use IE9 but.... the first problem is that I am getting a constant error msg for a current update. All the threads are saying that I need to uninstall IE9 and reinstall it. I have found the IE9 program under the updates section and have faithfully pressed the Uninstall button but constantly get an error message that leaves the program in tact. I have found the threads that give this long command to run on the command prompt but still no joy. At the end of the day, I wish Microsoft would just pull this update and send us a new one that worksMonday, March 26, 2012 4:28 PM

Please perform the steps in the following KB article to remove IE9:
http://support.microsoft.com/kb/2579295
Then, please download IE9 Standalone Installer and install it again:
http://windows.microsoft.com/en-US/internet-explorer/downloads/ie-9/worldwide-languages

Always state your current Internet Explorer version as well as your Windows version (e.g., Vista SP2; Vista 64-bit SP2; Win7; Win7 SP1; Win7 64-bit; Win7 64-bit SP1) when posting in a forum. Please do so in your next reply.

This doesn't work. I've been pulling my hair out on this for days. I've tried absolutely everything including about 3 clean installs of Windows. There is a bug in the installer that is not telling Windows Update that IE 9 is already installed. (Windows 7 Ultimate x64 SP1)
Yes, IE 9 is in the list of installed updates. Version 9.0.8112.16421
