Bitlocker could not be enabled. The TPM was unable to unlock the drive.

Question

Windows 10 Pro. When I try to enable Bitlocker, and choose the option to "Run Bitlocker System Check", it fails after reboot with the message:
"The Trusted Platform Module (TPM) was unable to unlock the drive. Either the system boot information changed after choosing Bitlocker settings or the PIN did not match. If the problem persists after several tries, there may be a hardware or firmware problem."
Additionally, there is not "Turn TPM Off" option in the Windows 10 TPM Admin tool.
I tried continuing without the Bitlocker System Check. It encrypted my drive but the computer was unable to boot. I had to startup to a recovery USB and decrypt the drive from the command line.

Please enable this GP to make the Bitlocker work without TPM:
Computer Configuration \ Administrative Templates \ Windows Components \ Bit Locker Drive Encryption \ Operating System Drives and double click on Require additional authentication at startup.
Then, see if we can enable Bitlocker.
As current information, this issue can be mostly caused by your TPM, please contact manufacturer to do the hardware test to confirm this issue.
