What does Knowledge Base Provisioning Handler do?

I cannot find a good online reference to tell me what this feature does when activated, or alternately - what won't work without its activation. Can anyone tell me or point me to a good URL?
There are no mistakes; every result tells you something of value about what you're are trying to accomplish.

For the issue, do you mean that you want to know how to use the Knowledge Base Provisioning in the SharePoint? If yes, this feature is used to create the windows SharePoint service 3.0 application template Knowledge Base. You may insert the application into SharePoint site, here is the download site:
