When Outlook hangs up again, try to launch Outlook with safe mode to check if there is any add-ins effects. ("Outlook.exe /safe")
We may also perform a clean startup to determine whether background programs are interfering with Office.

I suspect that some software update, like Office security update, Adobe update package, or other 3rd party add-ins cause the behavior.
Meanwhile, please collect the event log and post here for further checking.
