Using the Update Troubleshooter did not resolve the issue in our environment.
These steps, however, did:
From an elevated command prompt:
1) Net stop wuauserv
2) cd %systemroot%
3) Ren SoftwareDistribution SoftwareDistribution.old
4) Net start wuauserv

Not sure if this will help but you can try running the System Update Readiness tool, http://support.microsoft.com/kb/947821#method3

I would recommend against renaming the SoftwareDistribution folder. For those of you with this issue still, please run the inbox version of CheckSUR and link your outputs: http://blogs.technet.com/b/joscon/archive/2012/09/26/fixing-component-store-corruption-in-windows-8-and-windows-server-2012.aspx

I dont like workarounds either, but windows update really really sucks when it comes to resolving errors, and i would rather use an unsopported fix, rather then not being able to update my software. - dguidryatwe you rock!

Joscon,
I tried the inbox repair ( DISM /Online /Cleanup-Image /RestoreHealth) on my Windows 8 box but it didn't fix my problem. I'm still getting error code 80246003. Only method that seems to work is renaming the SoftwareDistribution folder. Fortunately, these are new builds coming down from MDT, so I don't think I'm losing any historical information. However, this error has cropped up on all my deployments so far (I only have a handful at this point).

NONE of the 3 offered solutions worked for me on this new WS2012 server:
- The online help did not offer a troubleshoot option
- Inbox repair tool (although not working from command prompt, the PS commands worked): Image health state: healthy
- Renaming the software distribution folder did not make a difference
Problem still exists: I check for updates, WU lists 35 updates, then downloads and attempts to install them: Error Code 80246003
What gives??Friday, March 8, 2013 4:35 AM -
this error code means that there is a hash error:
C:\Users\Andre>err 80246003 # for hex 0x80246003 / decimal -2145099773 WU_E_DM_UNKNOWNALGORITHM wuerror.h # A download manager operation could not be completed because # the file metadata requested an unrecognized hash algorithm. # 1 matches found for "80246003"
look into the WindowsUpdate.log to see which file and which hash doesn't work.
