Agent not upload when logoff, but download is successfully

Hello,
in organization exist some computers with synchronization problem.
1. Computer do not want upload application on logoff (shell)
2. Computer can download from store successfully
3. The problem is for any account (old or new one)
4. This problem exist for some computers (no for all). Computers have same settings, same permissions.
5. Logoff takes 2-3 minutes
I enabled debug mode. here some interesting strings:

I can`t find solution for this issues.

I install new OS and apply UE-V policy's.
Profile sync perfect.
After that I apply other policies. And I got errors
The server {A463FCB9-6B1C-4E0D-A80B-A2CA7999E25D} did not register with DCOM within the required timeout.
The server InputApp_1000.17763.1.0_neutral_neutral_cw5n1h2txyewy!App did not register with DCOM within the required timeout.
The server Microsoft.Windows.ContentDeliveryManager_10.0.17763.1_neutral_neutral_cw5n1h2txyewy!Windows.Networking.BackgroundTransfer.Internal.BackgroundTransferTask.ClassId.1 did not register with DCOM within the required timeout.
When this error appears, profile not upload to the store.

Some times I can`t reproduce this problem, and it infuriates me.
Computers where was problem, start work fine with no reason!!!!
