Actions on enabling Automatic Replies

This is a two fold question and I'm not sure it's even possible for Exchange to do it without another solution sitting on top of it to do the actual work.
First, once a user enables automatic replies (out of office), they are sent an email which will be a generic template asking them to do certain things like update their voicemail message etc. This email only needs to be sent once for each period the automatic replies are enabled.
Second, you may have seen Daimler are using something called 'Mail on Holiday' which essentially deletes any emails received during the time the user is on holiday. I've tried to search for this but it doesn't appear to be a separate solution so I was wondering whether a smart rule is being used. I cannot seem to replicate this on Exchange\Outlook as it complains about client-side and server-side rule conflicts.
I wondered whether there is an agent in use that checks for the automatic replies flag and this initiates any actions like reply then permanently delete.
Any advice\guidance is appreciated.

Hi,
Per my experience, there no such an agent as you descripted. What purpose in detail you want to achieve?
Do you want to achieve the OOF auto reply not sending only once?
If yes you can achieve this via inbox rules, please refer to the following steps:
- create rule;
- Advanced Options...(don't select any check-box);
- condition: where my name is in the To or Cc box;
- action: have server reply using a specific message;
- click "a specific message", type your custom message, click "save&close";
- next-next, finish.
