Sorry, but not quite sure what the issue is here.
We have to be sure that the existing hierarchy is on a supported migration version (in your case, you have to be on sccm 2012 r2 sp1); We install our new Hierarchy (new site server, site code, etc.); we use migration wizard to complete the migration.
