Cannot Run Programs from Start Menu and Temp Folder is Non-existent RRS feed

  • I have a Toshiba laptop with Vista Home Basic.  Right now I cannot run any programs from the start menu.  Ever time I try to open a program such as adobe acrobat or quicken I must associate it to a program rather than it opening right away.  If I open a file directly, the program opens properly.

    I've tried to download fixes (registry booster) and think I've figured out that somehow my Temp File is non-existent.  Looking at hidden files I cannot find the Temp folder.  Programs download properly but when I try to install, I get the above problem that I must associate it with a program but since I am trying to install the program there is no program to which I can associate it.  Also, .exe files will not run even as an administrator.

    Can anyone help?
