More often than not when a device isn't working it is because the driver has become corrupted. Re-installing a fresh copy should help
Completely remove the current driver and install the newest driver available. Are you using a Windows 8.1 laptop or a surface RT?
Have you changed any settings recently before this issues occurred?
First of all, for device issue, as what ZigZag3143x said, we need confirm whether the touch screen is disable in Device Management.
And try to install the last driver from the manufacturer’s website.
If the issue persists, please verify whether your touch screen is disabled in control panel. (Control Panel\ Hardware and Sound\ Pen and touch\Touch)
Try to turn it on in control panel and here is a link for your reference.
