Good stuff.  This looks like a permissions problem.  I would run ProcMon to assist finding more diagnostics or to help test that hypothesis.  Filter with Operation Is WriteFile and then use the Count Occurrences tool to see if there is anything else being recorded, e.g. into an event log.  When you are running ProcMon you then also have the opportunity to add more diagnostics to whatever is already there just to give the existing ones more context if nothing else.

So what are those 5 updates that you have a problem with:

KB2572077  MS11-078: Description of the security update for .NET Framework 3.5.1 for
                       Windows 7 SP1 and Windows Server 2008 R2 SP1: October 11, 2011

KB2588516  MS11-083: Vulnerability in TCP/IP could allow remote code execution:
                       November 8, 2011

KB2640148  Windows Explorer stops responding if you try to expand a mapped drive
in Windows 7 or in Windows Server 2008 R2

KB2478662  MS11-039: Description of the security update for the .NET Framework 3.5.1
on Windows 7 Service Pack 1 and on Windows Server 2008 R2 Service Pack 1:
                       June 14, 2011

Strange.  Maybe there are others being masked by these or similar ones not being noticed.  I was expecting a list of missing payload.  I'm not sure what I would try to do with these.

  • Hi SSWA88,

We haven’t heard from you in a couple of days, what is your current situation?

Have you tried to my suggestions to scan your system using “SFC /scannow” command?

Try to download the IE install file from Microsoft website, then try to install again in clean boot.

  • Please try (CMD - Command line):
    FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*11.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /quiet /norestart"
    Then...

Download Internet Explorer 11 and install it again to have a check.

  • Hi! Thanks for the response! However, it came with this error.

ERROR: Files of type "Microsoft-Windows-InternetExplorer-*11.*.mum" not found.

I ran it on an elevated cmd.

  • I advise to reinstall Windows "in place".

Also see "Installing and reinstalling Windows".

  • Hi SSWA88,

Based on your situation, we need run the “SFC/scannow” command to scan and restore your current system components at first.

According to the log information” 21:33.592: ERROR:   Process 'C:\Windows\SysNative\dism.exe /online /add-package /packagepath:C:\Windows\TEMP\IE118C4.tmp\IE11-neutral.Downloaded.cab /quiet /norestart' did not return in the allotted time: 20 Minutes”, this issue occurred when using this IE11-neutral.Downloaded.cab to install IE 11.

We could try to download and install IE11 from Microsoft website to have a test.

After deleting original IE, please restart your computer and clear C:\Windows\TEMP\IE118C4.tmp.

After rebooting, please download the IE install file from Microsoft website, then try to install again in clean boot.

Internet Explorer 11 for Windows 7

How to perform a clean boot in Windows

    https://support.microsoft.com/en-us/kb/929135

If the issue persists, I am afraid that the only way we could try is refer to Vincenzo Di Russo’s suggestion to perform an in-place repair.

    Best regards

I have googled extensively and have tried what is recommended here

    https://jingyangli.wordpress.com/2015/08/18/ie11-install-problem-neutral-package-installation-failed-exit-code-0x00003715-14101-and-setup-exit-code-0x00009c59-40025/

But when I ran those commands on the cmd, I get the same thing

    C:\Windows\system32>dism.exe /online /add-package /packagepath:C:\Windows\Temp\I
    E17AD9.tmp\IE11-neutral.Extracted.cab /quiet /norestart

  • Hi Robert,

Thank you for your time and also finding out for me what each of the pack does.

However, does those affect the installation of my IE?

  • Hi SSWA88,

We haven’t heard from you in a couple of days, what is your current situation?

Have you tried to my suggestions to scan your system using “SFC /scannow” command?

Try to download the IE install file from Microsoft website, then try to install again in clean boot.
