  • You can migrate, 

    you have install R2 SP1 then you can do then

    install CB in parallel and then migrate all the objects into CB

  • Why do you want to migrate instead of simply upgrading in place?

    Also, 1511 hasn't been supported in well over 2 years so you'd never use it no matter what. 1802 is the latest baselines version and 1806 is the latest version.

    As Jason mentioned, it is recommended that you use the in place upgrade, here is the detailed steps:
    https://docs.microsoft.com/en-us/sccm/core/servers/deploy/install/upgrade-to-configuration-manager

    Pay attention to the upgrade checklists, make the operation system and sql server version meet the requirement and so on.
