Group Policy Problems After Adding New Site And 2012R2 domain controller

We have Server 2008 domain and have recently added a a second AD site with a new domain controller running Server 2012R2 for that site.
I just tried creating a new Group Policy from a Windows 7 workstation running the GPMC admin tools and noticed I could not create a new software installation group policy. As soon as a select the msi and select advanced, I get an error that says "There is no software installation data object in Active Directory."
I then tried logging directly into a 2008 Domain Controller to create the policy and then I received different errors. As soon as I try to edit the policy, it says. "Encountered an error while parsing."
What could cause these issues?

The problem was temporary. It resolved itself after rebooting domain controllers.

"There is no software installation data object in Active Directory."Can you please tell me that there are any errors in event logs? Looks like the issue mostly can be caused due to the incorrect share or NTFS permissions.
"Encountered an error while parsing."

Hi,
I would agree with Devaraj that it could be a NTFS permission issue. You can have a look at the below link it introduced the solution to the "There is no software installation data object in Active Directory" error.
