In a deployment including a CAS and multiple Primary sites, is the Reporting Services Point typically only installed on the CAS?
If the Reporting Services Point was installed on the CAS and all Primary Site Servers would each Primary site ONLY be able to run reports related to the objects being managed at that site?
If the CAS was the only server having the Reporting Services Point wouldn't the Primary site admin need to run reports over the WAN (assuming each Primary site was across a WAN connection)?
These are just scenario based questions so I don't want to get into the discussion whether I need a CAS or not.

No, they would be able to run reports on anything within their database. Remember that a lot of items are global data and therefore will be in the primary's db.

Also keep in mind that it is best practice to do ALL Administration work on the CAS, otherwise you might run into issues if you are not careful.
I'm sure that you have heard this but you should only have a CAS when you have more than 100k of devices.

You can install the reporting point to the primarys and assign the database they are pulling data from back to the CAS server. So then the data would be the same but the connection back to the database would be over the wan.
I've never tried a reporting point on a primary site attached to the primary database, so I am not sure about that but I will soon.

Also, there is no such thing of a primary site admin in 2012. You cannot delegate admin permissions based on sites.
