I recently installed Windows 7 and I was trying to download Microsoft.NET framework 1.1 Service Pack 1 Security Update and it failed....and I can't seem to figure out a way to download it without that error

This issue can be caused due to the previous installation of Microsoft .NET framework 1.1 Service Pack 1 has been damaged.
I would like to suggest you perform the following steps to uninstall and reinstall Microsoft .NET framework 1.1 to check the issue.
1. Please download the tool from the following link:
http://windowsuu.com/tools/dotnetfx_cleanup_tool.zip
Note: The third-party product discussed here is manufactured by a company that is independent of Microsoft. We make no warranty, implied or otherwise, regarding this product's performance or reliability.
2. Please save the zip file (dotnetfx_cleanup_tool.zip) from the above link to the local Desktop and extract it.
3. Double click cleanup_tool.exe to run the tool.
4. Please follow the instructions given.
In the "Product to cleanup:" box, please select ".NET Framework - Both versions".
5. Click "Cleanup Now" button.
After that, you may reinstall them manually from the following links.
