  • Hi Gautam,

This seems to be related to firewall ports not open or some sort of AV/FW policies applied that can cause this type of issue and error message.

Please refer to MS article with the resolution details.

    https://support.microsoft.com/en-gb/help/323542/you-cannot-start-the-active-directory-users-and-computers-tool-because-the-server-is-not-operational

Also the 2nd step will be to check DNS settings on the DC / DC's and confirm if they have valid internal DNS server configured.

  • The first thing to do is to check that needed ports are not blocked or filtered (You can use PortQryUI): https://technet.microsoft.com/en-us/library/8daead2d-35c1-4b58-b123-d32a26b1f1dd

You can reach out to your network or security team to check on the filters and see if any traffic is getting dropped.

Also, make sure that DNS resolution works properly using nslookup. You can refer to my recommendation for DNS configuration on DCs: http://www.ahmedmalek.com/web/fr/articles.asp?artid=23

You can also use dcdiag and repadmin commands to check the health and AD replication status of your DCs.
