Microsoft Smartscreen filter flags our email as SPAM, which is not the case

  • Hello everyone,

    I am new here, so i hope that i have done everything correctly. Plus english is not my native language, so my apologies for any mistakes i might have made (or will make).

    I am a System Admin, i work for a dutch company (not marketing).

    Our problem is that when we send an email to a microsoft address (hotmail/live/outlook) the email always gets flagged as SPAM. Also always with the same score (Doesnt matter what i send):

    X-MS-Exchange-Organization-SCL: 5
    X-MS-Exchange-Organization-PCL: 2

    We have bought several new IP addresses but they all end up with the same problem. I have also tried a smart host from Sendgrid.

    We use DKIM, SPF, TTL at 3600 and DMARC. We have our own Exchange 2013 server. We do not send any spam we only send emails to our own customers. Things like meeting confirmations and request for documents.

    I have joined SNDS/JMRP, but we do not send 100 emails a day so we are too small for those programs.

    https://sender.office.com says our IP is not blocked.

    I have filled out this form (20 times by now):

    This always comes back with the same answer: It is the SmartScreen Filter.

    But that is not a good enough answer (when i ask for a better answer, i get no answer), i need to know what the real problem is so that we can fix it.

    Does anybody know how to fix this?
