Couple ways to approach this.
While the WCF OracleDb adapter supports change notifications, I've found this feature to be pretty fragile.
Polling will work, but you may need to keep track of a few things on your own, like last update time, etc. Real-time is a pretty heavy requirement. Even a 10 min window will give you a lot more options.
