Managing A Windows Server 2008 Domain

Question
-
Hello, I need to configure a domain that has installed on Windows Server 2008 for certain user is Administrator to run and change things from the disk C, but in turn you can not copy the contents of the disk C via remote desktop or by a shared drive in order to ensure business information.
That is, there would be a domain administrator user can have control over all other users, whether directors or not.
It is possible to do this? How could he do?
Thank you so much.

Probably is not possible with NTFS permissions alone. Something here may help.

An RMS server would be a good fit for your need. If you are using Office 365, you can try RMS Online.

Hi Gustavo,
>>Administrator to run and change things from the disk C, but in turn you can not copy the contents of the disk C via remote desktop or by a shared drive in order to ensure business information.
1.For rds please read these threads:
Disabling cop paste facility via Remote Desktop Services on to the local desktop on a Windows Server 2008.
Disable file transfer/copy paste for RDS
2.For shared drive:
