Cannot delete items off desktop, boot in safe mode, system restore among other things...

  Hello,

  A few days ago I started noticing strange things occuring on my computer (Acer Aspire V3-571G-9683 running Windows 8). I attempted to delete some files off my desktop. I sucessfully emptied the recycle bin. After rebooting the computer, all the files went back to the desktop. In addition, any program i try to uninstall reinstalls itself after reboot. All installed files and programs uninstall after reboot. This is very annoying, but it gets worse.

  When I go into 'Change PC Settings' to try to refresh or system restore it, nothing happens. I click the button, but nothing happens at all. When I click "advanced startup", it works, but nothing pops up asking what kind of reboot I want (safe mode, etc). It just does a normal restart. When I try to system restore, it says it's system restoring files and is stuck there for 3 hours before just restarting normally. I seriously don't know what to do. Can anyone help?

  Sidenote here, computer is VERY slow when restarting compared when I bought it about a month ago, but after about 20 minutes starts working fine again. I'd love to get a clean slate, but I can't. . .
