Did the system restore work well before? Are there any error messages recorded in the Event Viewer(Windows Logs\Applications, System)?
Please try the following steps to troubleshoot this issue.
1.Open an administrator command line and run "sfc /scannow" or "dism /online /cleanup-image /restorehealth" to check the health of system files.
2.Please run "services.msc" then ensure the following services are running.

Yes, system restore did work previously, but it has been at least a year since I used it. I haven't tried your suggestion yet but I will. I'll let you know soon if it made any difference.
