Change Default Address List

Question
-
I am running Exchange 2013 with outlook 2013 on Windows 10 Pro x64 for all our users.
I have created an address book called TF-Staff and I wish to set this as the default address book to open when all my users click on new email, To tab.
Currently it looks at the GAL which contains a lot of information that is not relevant to all but I don't wish to edit or loose the GLA option from the pull down list if users wish to access it.
I have set the membership of the address list TF-Staff by specifying it looks for specific text in the "company" field of the users AD account.
I have looked for a Group Policy without success and I don't wish to have to manually edit all users outlook settings on their desktops.
Could I use an Address book Policy? I have looked at the commands but have been unable to create one correctly as I don't understand the syntax.
Is this possible and if so how?
Many thanks
John

Hi John,
Based on my knowledge, there is no build-in settings in GPO to set the default Address Book list for Outlook client.
If you are looking for any method such as Address Book Policy in Exchange server side, I suggest you can ask a question in Exchange server forum for more suggestion:
https://social.technet.microsoft.com/Forums/office/en-US/home?category=exchangeserver
The reason why we recommend posting appropriately is you will get the most qualified pool of respondents, and other partners who read the forums regularly can either share their knowledge or learn from your interaction with us. Thank you for your understanding.
For your reference, here is an article talked about the address book policies deployment scenarios:
