    Can I run a Visual Studio SharePoint Add-In Workflow on SharePoint Online without an Azure server?

  • Yes, you should be able to develop a fully declarative workflow using Visual Studio and upload it to SharePoint Online without the use of an Azure server.  Azure normally becomes involved if you need to extend your declarative workflow using code.  The code is placed in an Azure Web site and invoked from the workflow.  But if you are building a workflow using the builtin functionality then you wouldn't need azure.  Take a look at the following BLOG post.
