Technically based on my knowledge that there are two ways could help us to move Windows base IT system form Windows server 2003 to Windows server 2008 platform :
inplace upgrade and services migration. However You may discuss your IT system in detail, like how much servers and which services are running in your environment, so that we can provide a proper way to migration with reduce service downtime .
