Fixit returns error 0x80040154

  I am struggling to upgrade Vista Home to Win 7 Home.  Running the Fixit Windows Upgrade troubleshooter returned a message that it could not complete, error 0x80040154.  I'm running on a Dell Inspiron 1420.  I don't have the Vista DVD (or the Win 7 DVD, although it's on the way from the MS Store).  How can I fix the root cause returning error code and will it help with the upgrade to Win 7?  Should I just pursue an custom install of Win 7?
