cannot open fresh start in w10, v. 1703 RRS feed

  • Hi, I recently purchased a Dell Inspiron 15 which came with W10, v. 1703 installed.  Everything seems fine except for one small thing.  I cannot open the Fresh Start feature in Windows Defender.  All the other menu items seem to work OK.  Any suggestions would be appreciated.  Thank you
