  I'd suggest you to refer to this article:

  1-You'll see that team members with Project lite can submit timesheet. Once approved by the project manager (with Project Online), it will be pushed in your project plan.

  3-Project Lite interface can easily be customized based on your need.

  2-Project Online with Office 365 allows you having MS Project Professional 2013 on your desktop.

  Can there be one Project Online user but multiple Project Lite users?

  You can manage licences as you want, thus the answer is YES, you can mix as many Ponline and Plite licences as you need.

  Hello Guillaume ,

  I am straining new with project online (PWA) and we are using both project online and project online lite

  My team tries to add tasks in one of our entreprise project but they are not able

  do we miss any configuration or permission to add or edit a task
