The built-in Add/Modify Shortcut option in Office 2016 OCT can do this for you. More reference:

For the Location field, try to use "[DesktopFolder]", which will specify the Windows Desktop folder as the default folder in which the shortcut is created.
Also, if it applies to your case, Group Policy Preferences can also do this for you. Here is the documentation:
