Project Server Migration Official Read Only procedure RRS feed

    On a Project Server 2010 to 2013 migration, the official technet guide says:

    "The farm administrator sets the Project Web App (PWA) site collection in the Project Server 2010 farm to read-only so that users can continue to access the old farm while the upgrade is in progress on the new farm. This ensures that no jobs are processed during the upgrade process. "

    This is not really true, user will STILL be allowed to do create/edit/delete on, for example, the project plan.

    If you do the classic sharepoint thing, I mean, putting all PS databases to read only, PWA will crash with a SQL exception on ULS.

    So, what is the effective way to put all PWA data on read-only to be able to execute a migration?
