    For your reference, those of us who respond on this forum do not work for Microsoft.

    However, we may or may not be able to help. Do you have other Microsoft applications (e.g.Office) that work? Where did you get your copy of Project 2013?

    What Windows Version are you running?  Is it running 32 or 64 bit?

    What version of Project did you install?  Did you also install the latest SP?

    Finally, I would remove all version of project installed and then reinstall.  Then apply all SP?

    If it still fails, then remove all version of Office, then reinstall Office and then reinstall Project.

    It's a lot of work, but I think something is in conflict with either office, 32 or 64 bit DLL, bad copy of Project, Virus protection, Chines virus, or hardware.

    Any reason as to why you are loading old copy of Project?  What not install Project 2016 or 2019?

    Sorry for the delayed reply. I have purchased a new notebook with Windows 10 and Office 2019 64bit. But I want to transfer the old notebook MS Project 2013 64bit to the new notebook. But it show this error after installed.

    Jumping in on the thread. You don't say how you are transferring it. From the original CD or other install copy? Or downloaded a new install image from the Microsoft Store, or ... ?

    Not that you are doing it, but if you just copied the files from one computer to another, it's unlikely to work.

    Michael's advice above is the best way forward. For any reinstalls, start with fresh and original install CD's and/or image files.

    Beyond that, few here will be of much help as this is really a systems issue on your computer. If you have IT support services available, best to call on them.
