    Please share us more details of the main purpose.

    "What are the Windows ADK utilities that require running as administrator to be used properly?"
    It is a little hard to list all of them because the Windows ADK includes some cmd tool. Usualy we could navigate to the Windows ADK folder(C:\Program Files (x86)\Windows Kits\10) for the tools with the "shield" icon, then it will need administrator privilege.

    What is the main purpose or have you got any issue using Windows 10 1703 ADK?

    If you want to use Windows 10 1703 ADK with a standard user, some components may be not available. We'd better to have an administrator account to use all the components.
