Hi,Based on my research, I would like to suggest the following:
1. Check corrupted file with SFC:
Use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7
http://support.microsoft.com/kb/9298332. Check if the issue occurs in clean boot:
How to perform a clean boot to troubleshoot a problem in Windows Vista, Windows 7, or Windows 8
http://support.microsoft.com/kb/929135
3. Please update the file “Fdprint.dll” with the following hotfix:A user who has administrator permission can delete printers on a computer that is running Windows 7 or Windows Server 2008 R2 after you deploy the "Prevent deletion of printers" Group Policy
http://support.microsoft.com/kb/2549067Thanks.

2. I restarted with clean boot
3. Installed the 2 hotfix
But problem consist! :-(
Do you have other idea?
