Issue: "if I restart the server then the clock is set 1 hours earlier"

Hi,
I want to confirm with you that:
1. What is the OS version.
2. Which role has been installed/configured on this server.
3. Is this the PDC in domain.
4. Is this a virtual or physical machine.
Check the (physical)server’s BIOS time configuration, or check to see if there is available firmware update if the BIOS time is the time source. Or, try to change another time source/provider.

1.It's a Windows server 2008 R2
2.Its a application based server
3.It's virtual running server

run this at command prompt, check the sync time and the source.
w32tm /query /status
or re-sync the time with the source:
w32tm /config /syncfromflags:time_source_server /update
