    Hi,

    The current features of WSS 3.0 allows you only a single-level approval workflow where you can create minor versions of each document and once it is approved, it gets changed to a major version.

    My requirement is:

    I have some folders under which some documents are created:

    folder A -> some documents -> Reviewer -> Top-level Approver

    folder B -> some documents -> Reviewer -> Top-level Approver

    etc.

    After review, the version of the document should remain as minor and the major version should be created after the top-level approver approves it.

    If the document is rejected, the version will remain the same. Mails have to go the concerned person at each step.

    Are you able to use SharePoint Designer?  You'd be able to achive this with a custom SPD Workflow.

    Yes, but I am not sure how to map the workflow based on the versioning of the documents. Also, there is a review stage. Sharepoint allows a minor version to be approved to a major version directly. 

    I have a basic idea of how to use the workflows, but I just need a starting point over which I can devise my logic. Because I don't think the document list can be customized enough to create workflow only through that document list. I hope you understand my problem.
