    Excellent question!  If you are using Project Server 2010, the answer is a resounding yes.  To share Read-Only access with another user for a selected enterprise project, do the following:
    1.  Open the project in question in Microsoft Project 2010.
    2.  Click File > Info > Manage Permissions.
    The system will launch your Internet Explorer and navigate you to the Project Permissions page in PWA.
    3.  On the Project Permissions page in PWA, click the New button on the Permissions ribbon.
    4.  On the Edit Project Permissions page in PWA, select the name of the user with whom you want to share Read-Only access to the project and then click the Add button.
    5.  Select only the Open the Project with Project Professional or Project Web App checkbox.
    6.  Click the Save button.
    After completing the preceding steps, the user in question will be able to open the project in Project Professional 2010 or in PWA in Read-Only (view) mode.  Hope this helps.
