User is able to share to external resources but not internal.

    Question

  • I have a user who can share to people outside of the organization however they cannot share to people inside the organization. They go through the motions of sharing and select the user in the list and it shows the share completing however that user never receives the e-mail. I have tested this with Edge, Chrome and IE on Windows 7, 8 and 10 to multiple internal resources. Any help would be great.

    Are you sharing document library or list? For internal users , you can give permission to them. This will work.

  • Documents from the library. They have a very large library with many folders. They didn't want to setup using metadata so now they suffer the consequences. So they share documents internally to give other users an easier path to the file. Basically for shortcut purposes.

    From your description, the user could share documents with external users, and could not share documents with internal users. Is it right?

    Firstly, please make sure the shared internal users have valid email addresses.

    Which permissions does the problematic user have? Please test using another user who has the same permissions with the problematic user, and compare the result.

    When the user shared a document with internal users, was there an error displaying?

  • That is correct, they can share with external users and not internal users. 

    The shared internal users are part of the organization and are selected from a drop down from within Sharepoint. I have tested with the affected users account on my computer and selected a known fully licensed account that is an Owner of all the organizations Sharepoint sites and subsites including this library.

    The document library is setup as an everyone share for the whole organization. The affected user is part of the organization and has full access to that library.

    There are no errors that display. After clicking share it shows "Sharing" at the top until that goes away. From the affected users point of view nothing strange is happening and looks completely normal.

    Are you using Office 365 SharePoint Online?

    Please check the shared internal user's permissions on the document that you shared to check if he was shared.

    If the shared internal user has right permissions on the document, this issue should be about the email.

    Also to narrow down this issue, please create a new internal user and share a document with the new user, compare the result.

    In addition, when sharing permissions, make sure you have checked "Send an email invitation".
