    How do I allow just ICMP in WinPE other than disabling firewall completely by running wpeutil disablefirewall?

    I need to make it part of MDT2012.

    Unfortunately, I don't believe you can.  There is no 'firewall' or 'advfirewall' context in netsh from within WinPE (even WinPE 4).  You might be able to force a rule via the registry, but not sure that would work.
