I am currently using Windows 7 final Build OS, I am also getting the Low bit rate error message while I'm watching live TV. At first I thought it was a driver or TV card issue until I tested 3 different TV cars with up to date drivers, the Avermedia Hybrid Volar Hx, MPC718 mini PCI and the Pinnacle PCTV Hybrid Pro PCI. I have also tested the 3 different TV card on different PCs just to make sure it wasn't my pc playing up and to my surprise, the low bit rate screen came up on each of these TV while watching live tv. Hi,

Hi Dazra, thanks for the post. Could you help me to collect the detailed error message or screenshot? Are you using TV signal or internet based live TV?
I have checked both of them (TV signal and internet TV) and they are working fine on my computers.

i have the same problem with my avermedia bravo hybrid. it doesn't happen often and it goes back to normal when i change channels in live tv. it doesn't happen with my htpc, however, which has 2 avermedia m780 tuners, so maybe it's related to hybrid tuners?Tuesday, September 1, 2009 12:06 AM

The option Add/Remove is a very good solution but do not ignore to download PlayReady another option it's a must inside the WMC a litlle bit above the Run Setup Again.

Hi,
I already had PlayReady enabled in WMC. Regarding WMP, the library is not the same thing as the actual files, of course, so WMP had to rescan the directory in order to rebuild the library. As I said before, I didn't touch the library settings after going through the mandatory portion of the setup wizard in WMC. Even if that box is checked, it shouldn't delete the files if the library accidentally gets wiped by performing the setup wizard without the user changing the library settings . If that's a possibility, I'd say MS has a serious issue to investigate here! After all, "delete from computer when deleted from library" is not the same as "delete from computer when library is deleted."

well i just removed (turned off) WMC in the control panel, rebooted, uninstalled the driver, rebooted, installed the driver then turned on WMC and...same problem exists, in fact it happened immediately, and now the picture quality is much worse than before. WMC still had all my tv guide settings meaning that it does NOT uninstall WMC but merely deactivates it (as I said before).
at this point i don't think either the setup wizard or turning off WMC options should be marked as solutions unless others can verify that they actually work for them. in the mean time, i'm seriously considering a fresh install of windows 7...Tuesday, September 15, 2009 12:51 AM -

Probably you should reconsider reinstalling Windows 7, it happened to me the same because of WMC-reinstalling the Windows 7 just lost the special effects of WMC even if marked and uses the processor resources at 100% which determinate me delay a rely need of a fresh install of Windows 7. I suggest you use the same control panel (it looks like you couldn't perform a clean installation of WMC) remove first PlayReady then WMP which automatic shall remove WMC then reboot use Windows Live One Care to perform a clean system (unless you know the WMC and WMP registries) then reboot again and enable WMC and WMP again-follow the Run Setup Wizard again.

Thanks for your reply. The error message I get while watching live TV is a blue screen that says (The tuner has stopped capturing data. Make sure the tuner is installed correctly and the software drivers are up to date. If the problem persists, restart the computer and try again). This error message will appear on screen 10 minutes while watch live TV and it will normally stay on screen until I restart the media center. Once I restart the media center and press live TV, it will work fine for about 15 minutes then the error message will appear again. I am using the RCA input on my TV card that connects directly to my sky set top box. It works perfect on windows vista, but only on windows 7 I get this problem and I have installed the lasted TV card drivers for windows 7. This is exactly what I am working on now and I have to ask you a few questions in order to see if I am able help out further on or not.
1st would be if you are using a setup box?(if yes I am not using one but you might also like to have a look to the settings of it)
2nd when you setup WMC applied the right input to the country and region ?(might also like to pass by the region code)
3rd applies to all channels that you are playing for 15 min or just some of ?(I would suggest you remove the setup box use a regular antenna scan for channels and see if acts the same)
I'm having a sort of the same problem but it's not a problem in fact 'couse the same message pops up while I am trying to play the channels stored via EPG which are of the area where I am at the moment.

Yes I am currently using a set top box and I have been using this set top box with windows vista media centre until I install windows 7 RTM, I had never had any problems using it on windows Vista. I have looked on my set top box for any problems or changes and it is definitely in perfect order. I always ensure I apply the right country and region settings, the low bit rate message appears on all channels. I have the same issue with win7 final. My install was fresh and trying to get TV working was the first thing I did. Could configure it but I get the low bit rate message after few seconds. I have a hauppauge PCI-FM analog TV card. This is really annoying since it's the only thing that will keep me away from using win7 as default non-linux rig.

I still get the "low bit rate" message from time to time. It's annoying but fortunately it doesn't happen on my HTPC so for now I can tolerate it. Yes, the problem occurs with analog channels. I'm sorry but disabling the analog tuner in setup and only scanning for digital channels is not a solution as I only receive a handful of QAM channels. At this point we need to determine whether this is a Windows 7 problem or a driver problem.

I'd also take in consideration the RAM installed,sometime the TV tunner I have acts the same in WMC analog channels but connected to cable/sattelit,over 1Gb never heard anybody having the same issue,in fact is the minimum requirements for Windows 7 32 bit, RAM on my comp is shared and sometimes looks like need 1Gb for itself.Monday, October 12, 2009 2:44 PM -

I tried to explain you when the error occurs on my comp,doesn't mean applies to your comp as well but you can try something that I used to and worked, go to Comp Properties->Advanced System Settings->Performance->Advanced and change to Adjust the best performance for Background services instead Programs.
Let me know if solved, but could you remove a module of RAM living only 2 Gb and see if the problem still occurs and if the comp behaves different?Monday, October 12, 2009 6:09 PM -

I've been in touch with Aver's tech support, who state that the problem is with Windows 7:

Was only a suggestion,you would try with 2Gb RAM. Overall this a hardware troubleshooting issue,it might be a port sharing conflict (as I think shares the port with the sound card), there could be also some bios settings need to be adjusted regarding RAM, Sound and so on.
Anyway nothing related with Windows 7 OS causing the problem or acting abnormally with your TV Tunner.

Have you tried a regular antena without using the set top box?I recently used something similar with a set top box and experienced the same issue, but... only for a few minutes...and some certain channels...I let the screen error message with low bitrate on for few minutes and suddenly the image and sound came up changing the channels with the remote control some of them no changes low bitrate message is permanently on or sometime some channels plays exactly as TV...in need of a power button to shut down...can't be changed or resize the image simply have to turn off WMC...in rest most of seem to be ok...I checked the freq of channels and there is a small difference between the freq should be and WMC gets the signal, I still can't figure out how I can adjust mannualy the freq then might work properly.

I installed windows 7 professionaland i have the exact same problem.My TV tuner is Gigabyte TV Hybridand although it never had any issueswith vista or xp, now i can only watch Digital TV.Analog tv has only image(not voice) for about 30secsand then the low bit rate message appears.Even the radio doesn't work! :-(I have tried unistalling/reinstalling, driver updatesbut no result. Hi everyone,
Another solution that worked for me prior to the solution mentioned above was to reinstall/update (if no update was found reinstalled) all graphic adapter's drivers again, including AGP. The problem was, as John Boutsis mentioned above WMC used to start like in time shifting mode.
Another solution that probably would work for any other is to change the default refresh rate of Direct Draw in directx advanced options (reffering to those cannot change the default refresh rate higher than 60 or 59Hz).

Windows 7 Ultimate (Latest version from MSDN subscriber downloads)
No audio/video Codecs of any kind other than default.
Auzentech Xplosion 5.1 Dolby Digital sound card - connected via toslink (optical) to receiver.
2 Comcast set top boxes
Latest Drivers for all hardware are installed.
I still see this error in x86 and x64 versions of Windows 7 Ultimate.
The issue occurs about 10-15 minutes into watching any channel (analog or digital, includig HD channels)
The Low Bit Rate error lasts for about 10-15 minutes, Live TV resumes, etc.
I have not seen the error in an Internet TV scenario. I haven't tried it yet.

Reading through the ton of forums posts regarding this issue
(Although this has already been established)
Issue occurs on
Any Tuner Card
Any Video Card
Any mother board
Any amount of RAM
Any Set top box (comcast, Sky, other)
Manufacturer Drivers or drivers installed via Windows update
Issue does not occur in Windows 7 version earlier than the "Final" version currently on MSDN downloads.
I'm thinking something probably changed between RC/RTM and Final versions of Windows 7, though many argue that no changes are made between RTM and the so called "Final" version.
Are there any tools availble from Microsoft, such as WinDBG that would provide some data as to why this error is occuring?
Has anyone tried?
Are there any registry settings that will allow us to adjust bitrate settings, or disable this error from occuring completely?
For example, there was a vista media center registry key titled DefAvgBitrate that would allow bitrate settings to be adjusted, which dramatically improved bitrate & picture quality as an end result.Monday, November 30, 2009 10:05 PM -

Allow me again to assist you in finding a solution,have you tried changing the video memory settings in BIOS, allocating more or less for video adapter.You can also place the pc specs that MSFT Moderators would have an ideea of hardware configuration and suggest you a solution in case that no other has a fix for it.

So many forums discussing this issue and no answers :( I have the same issue on a Gateway machine with 1 GB of video ram (geforce 9800M GTS), 4 GB Ram, Dual Core Intel with Windows 7 64 bit. Tuner: 950Q. I hope someone figures this out soon! I tried updating my video drivers, the latest Happauge drivers for the 950Q via Microsoft's Windows Update and Happauge's site. (Even the Windows Media Center Kit drivers on there site that is recommended for use with Windows Media Center....)

Perhaps this helps: I also get the "low bit rate" error when using my analog tuner with my Verizon cable tuner and MCE. However the digital side of the Hauppauge 1850 (QAM) tuner works fine; but by using it, I lose all my "encrypted" channels. (CableCard tuners PLEASE). I think I've tried every proposed solution I can find in the forums and nothing solves the problem.
One indication that it might in fact be Windows 7, is that I can get the same error when using FM radio! Surely this doesn't have anything to do with signal quality, CPU/GPU speed or any other hardware configuration. I think my antique TRS-80 can digitize radio easily enough!
All in all, MCE is a great product. My wife and our guests love it for it's ease of use and it makes a great "kitchen" interface. It just seems that without a solid digital TV/Cable API it will never be used.
Ironically this is the one Microsoft application that could be used to defend itself against a wholesale movement to Apple in the Home PC market!

opps above-no answer
ok-running a dell xps400 dual core w/4gig running a wintv-hvr-1600-mce.
at 1st i was really happy-media center worked(along with the remote) using the 's' connector. tried my 1st recording and went fine for about 15 min and got the low bit rate error. made sure nothing running in the back ground and tried again with the same results. ok, tried a new software/driver(card) re-install, same results. Tried using their software-wintv7(newest ver) and guess what? had 1 st recording(about 1 hr worth) saved just fine. have it recording another 1 hr prog now and been about 1/2 hr and so far so good. this is telling me it's media center and not my card or system. the sad part is it installed so flawlessly into media center(sat receiver, prog guide, remote works with everything, etc. never was really a media center fan but thought this had changed my mine-guess again. i had a ati tv wonder elite(550 chip) which is not supported under win7. got this card with assurances it works with win7 and it does(kinda) just not in media center. hauppauge does make an add on for the remote-probably not as easy as media center and probably won't have the prog guide etc but if i can't record it's kinda useless. microsoft strikes again-1st had to update the card for win7 and then the new one doesn't play nice with media center. from the looks of the posts here i don't think MS is making any fans.Saturday, January 9, 2010 2:50 PM -
I too have the same low bittrate issue. I get the low bitrate almost every time I am watching live TV. I have never seen the error while watching recorded shows. I have the AverMedia Hybrid Volar Max USB cards (x2). I have a custom built HTPC with a 3TB drive (1.5x2 RAID0), i7 920, 6GB RAM, Nvidia 260GTX, Xonar 1.3Slim. I used these USB cards on a Vista 64 install and never saw this error or any other for that matter. I moved them to this machine and now get this error at least once during every show I watch if not more. I can't recall whether I have seen this watching a QAM channel.
I do know that if I switch the channel back and forth it goes away. It also will eventually go away if you just let it sit. While the screen is blue and says Low Bitrate, you can still hear the audio with no problems.
Last week I went out and bought 2x WinTV-HVR-950Q USB sticks. While I never saw this error these cards just simply did not work together at all. I only ever had one tuner that would work at a time and occasionally they would both disappear even though the setup detected them and scanned through all the channels but that is a whole other story.
I've tried reinstalling from scratch 3 or 4 times. I've downloaded the latest video/audio/tuner drivers. I've tried the default MSFT drivers. I've tried the Windows Update drivers. I've tried to install updates in steps to see if something makes a difference and nothing seems to matter. To me it seems like a driver/OS issue.
I see this error all over the place with Windows 7. So far I have a list of things that it COULD be and that you SHOULD try.
1) You will see this error if you have over 4GB of RAM - I have 6GB and haven't tested taking one stick out. I really don't feel like ripping my computer apart to test this one.
2) You need to uninstall and reinstall WMC - I haven't tried this yet but think I will this weekend. This should be easy enough to test.
3) Update your drivers - I keep multiple versions of the drivers so I can test multiple combinations. Nothing seems to work.
4) Reinstall Windows 7 - I do this regularly. I have a base, vanilla install that I build on top of. Reinstalling does not help.
5) Rerun MC setup - I have done this so many times that I am pretty sure this has NOTHING to do with the problem.
Finally, I have contacted Avermedia and this was their response:

I also get the Low Bit rate error about once per day now. I was running Vista Ultimate 32 with an Hauppauge 1600 for 2 years without an issue. I did a new install of Windows 7 Ultimate, updated the Hauppauge and my NVIDIA GeForce drivers and now I see this issue. The frequency of this issue seems really high. Any guidance from the Media Center team on what the Low Bit rate is telling me?

The minimum requirements for some of TV cards to run WMC properly is a processor of 3.0 Ghz Pentium 4 or above, not quiet sure how many of us hold on home PC's such processors. I'd rather change the TV card with a card that runs WMC even on a PC with 1.8 Ghz processor.

I wiped out my new Windows 7 install, and installed it again from scratch, did all the windows updates, installed new NVidia drives and the latest Hauppauge Win 7 driver for the 1600, as well as an additional install from their site for Media Center. This time however, (forgot to mention this before), I did not install the Cyberlink PowerDVD 9 which I need to get my Blu-ray to work. But... I still see the low bit rate issue.
When I moved from Vista, to Win7, I did so by adding a new SATA drive. The old one, is easily booted by changing the order in the BIOS. I started to think something comcast was doing was causing this, but ruled that out by booting and running in Vista.... no issues. Then I remembered that one difference with Media Center 7 is with the Clear QAM tuner detection and setup, so I went back through the media center TV tuner setup and manually added only the set top box, leaving the clear qam tuner disabled... (I hope), but no.. I have the issue still.
So, the differences between the working Vista System and the "low bit rate error about once a day and require a reboot", Windows 7 system are:
- Operating System (much better than Vista)
- Media Center Win 7
- Different Hauppauge 1600 driver.. (one from the Vista setup was from 2008)
Anyone know where I can get the last revision back of Hauppauge 1600 drivers?

If you try using only an indoor antenna will discover that works very good WMC without any additional drivers or WMC diff configuration.

Try removing a RAM chip. Not sure why this works, but it just did for me. I had 4gb of RAM (2x2GB of DDR3) and I took one chip out, and left one 2gb chip in DIMM1.When I restarted, the low bite rate error in Windows 7 Media Center was fixed/solved. Please post if this solution also worked for you.

I contacted Hauppauge support and they suggested I try moving from the S-Video input to the coax input. They also stated: "This low bitrate problem appears to affect all TV tuner manufacturers under Windows 7. Microsoft is looking into this issue."
I changed to using the co-ax input but still get the low bitrate issue approximately once per day. I guess I'm stuck waiting on a fix from Microsoft.
Also, I'm not clear on I.V.'s suggestion to use only an indoor antenna. Where I live, that would let me watch as many channels as I can with the low bitrate error being displayed... zero.- Proposed as answer by Saltyamp Friday, February 5, 2010 10:13 PM

I also have same problem. Media center works for a while and then loses sound. Occurs with several TV tuners. It seems to me that the proiblem can be overcome by turning recording on. but thern you have to remenber to delete all the recordings.
My system Core i7 quad, 6GB, Windows 7 64, and now, to no avail ATI radeon 5770 video card with either asus PE6200 or Hauppauge HVR 1100 tuners. Will try the reload wmc trick but do not hold out much hope.

The (AUDIO) Realtek ALC889a chipset WILL NOT HANDLE TV tuners- does your mobo have these chips? This just started on my system after working flawlessly for months. The change is I switched monitors. Yes, I thought that would be a big clue that would help some of you. My old monitor was a glass tube CRT type monitor since that media center PC is more for recording/harvesting shows and windows 7, being cool like it is, allows so that I watch them from another machine.
The difference as near as I can tell is either the video resolution 1280x1024 (used to be 1024x768) or the driver for the Display (not so much the Video card drivers but the difference between say Samsung Syncmaster display versus the old VGA generic display Samtron 75V dated 2001).
So I loaded up Tuneup Utilities - there are lots of ways to do what it does this isn't a spam ad for this utility or anything. I tweaked everything for performance, uninstalled everything I didn't need, defragged registry, tuned all the things I could think of, uninstalled antivirus, then turned the display rez back down to 1024x768.
Been fine for hours now so think I got it whipped. If I knew then what I know now, would just have left the tube CRT display monitor on the thing. If it acts up again in the future I suppose I will count myself lucky that the local charity drop off refused the tube monitors hehe I'll just put the old monitor back on. It should be easy enough to find one of those on craigs list for a ten bucks and a handshake since people can't dispose of them anyway now. Actually goodwill was still accepting them so you could try a goodwill store maybe too if you wanted to try that instead of all the tweaking.
