  Is there any error message?
  What's the bit version of your Outlook 2013?

  Please go to File > Office Account > About Outlook, check if you are running the 32-bit edition of Outlook which is required for Exporting Windows Live Mail mail to Outlook. For more information, you may refer to the article below:
