Store Apps fail to install with error "Try that again - Something went wrong" (0x8E5E0408)

coming from the insider preview program, I formatted my system partition and installed a fresh Windows 10 Pro with my MSDN key. now, anytime I try to install a program from the store, it would download the package, acquire the license, retrieve the user data and install the package. towards the end of the installation process, it fails with error 0x8E5E0408:

it does not seem application related - other packages (f.e. Skype) fail as well.
I could not find any usefull information regarding the error. anyone has some inside?

got it working:
1. log into fresh account
2. connect Store with the main microsoft account
3. install the app
4. switch to the main user with the broken install
5. copy C:\Users\{newaccount}\AppData\Local\Package\{apppackage} to %AppData%\Local\Package
6. update file permissions of the copied folder
7. install from Store in the main account

First I would like you to try following suggestions:
Suggestion 1: Reset Windows store by run wsreset.exe.
Suggestion 2: Register Store state:
Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Suggestion 3: If you get any third part security app installed on your computer, please try to install app under Clean boot since it will sometimes block the installation:

1: same result
2: same result, new error code: 0x8E5E0407 (was: 0x8E5E0408)
3: no malware/virus etc found (it's a fresh install)
4: this worked, but the app now is only usable in the other account
.... what's up with that?!
