Vista Enterprise MUI problems RRS feed

I'm setting up Vista Enterprise box and I need to install some MUI's.

From what I can gather you need to download the MUI's from licensing.windows.com. The problem I have is that we don't have SA on our Vista license. Apperntly the Network Admin says that there are no MUI's listed to download when he logs in.

This is for an MSDN user, we were also unable to find the MUI's in the MSDN download site as well. There are only versions already localized w/ a specific language.

Am I looking at this the right way? If I had Ultimate I assume that they would be available via Windows update?

What's the deal with the folders under Windows/system32/ that are named de-DE, es-ES, etc? Is this where the MUI's files are placed once installed? That seems to be the case since en-US is the only folder that contains files that differ from the others.

Thanks, this kinda has me stumped. There's got be an easy way to get these.
