word 2010 mail merge fails to send HTML emails

I can send text emails and attachments from the mail merge but an HTML email will not get sent.
I see this is a common problem and there is a hotfix (Windows6.1-KB980681-x64) which I installed. However the second part of the fix is to "repair" the office program.
I used the technet download (en_office_professional_plus_2010_x86_515486.exe) to install the office program. When you attempt to repair there is an error message "Setup cannot find Office.en-us\Microsoft.setup.xml" (or other files). Perhaps these other files are on a FPP but not on the technet download.
Is there a way to get a mail merge to send HTML emails OR a way to get the "repair" to work.

You are correct to apply KB980681. However, you will need to restart / reboot the machine. The hotfix actually ties into the OS, and will be released in a Cumulative Update as well.

Found command to extract files from the exe file ;
/extract:[path]
Extracts the content of the package to the path folder. If a path is not specified, a Browse dialog box appears.
Then repair would work and after reboot I can now send HTML emails after mail merge.
I have wasted a whole day on this; as have a number of others from all the posts out there.
Why has Msoft not put out a fix for a feature that many would expect to use?

I went to hotfix for KB980681 at Microsoft Support, but it said it was for mail merge with plain text and attachment, and said to use HTML. I can mail merge with plain text and attachment (except clicking Allow twice for each recipient), but the HTML format won't work. What is the fix for HTML? Any help out there? The hotfix alone did not do anything until do the install, reboot, repair, reboot sequence for the mail merge problem in Office 2010 on Windows 7.
THEN to get it to use HTML I did a secondary workaround of saving the DOC to be merged as HTML file type, closed out Word completely, OPENED the now Word Doc from where I saved it in HTML format, did the mail merge, closed out that, closed out Word, opened up the original word doc and then mail merge worked.
However, I did note that if you save it as HTML FILTERED file you cut out 1.5 megs of MS Word overhead that it puts into each email doc - a 267K word doc becomes 2.1 megs if you save it as plain HTML or as a Word doc. So now I save all my word docs as filtered HTML before I do the mail merge. Mail merge embeds a whole bunch of MS word specifc stuff into each email that just takes up space and does nothing at all. (Windows 7 and Office 2010 combo).

You repair your Office installation from Control Panel (Programs and Features in Windows 7).

Please update your Office to Service Pack 1 and verify again.
There are many cumulative update about mail merge in this service pack.
And I can confrim with you that, with the Service pack installed, I'm OK with merge mail in HTML format.

I was having the same problem with mail merge not working in Office 2010. I was not able to install the hotfix (probably because I already have SP1 installed) so it appears I already had the patch from the service pack. However, I did have to do the repair on Office (and reboot) in order to correct the issue. Now it's working correctly. So, if you have applied SP1 and are still having the issue, you don't have to install the hotfix but you DO have to run the repair operation.

I work on Windows 10 and have Office 2010. Mail merge used to send HTML emails without any issues until it suddenly stopped one day and only allowed plain or attachment emails to outlook.
Tried all possible soultions but to no avail till I realised that the issue started after I downloaded and installed Skype for business which is part of Office 2016.
Uninstalled skype for business and presto...HTML emails started working through mail merge....
