If user is hosting on Skype for business online, please refer to the following link:

If use is hosting on on-Premise Skype for business, you could check computer’s clock and time zone settings on client PC side, Skype for business FE side, Skype for business BE side, make sure
them have same settings, then check if the issue persist.
