Where did you check the 1TB space? I suggest you sign in OneDrive online and confirm if the space correct.
I also suggest you contact Microsoft service and confirm if the bill effective, you can contact Microsoft service:

Please check whether there is any large file in OneDrive, please remove them from OneDrive and put them back to have a check.
