  • Question is difficult to follow, you can craete a batch file and use it as a logon script by saving the file in

your domain controller sysvol folder under domain name and scripts folder.

To explain more browsw to one of your domian controllers you will see a sysvol share open it you will see your domain name click it, then you will see a scripts folder, click it, put you batch file here. in the domain controller on the user you want to run the batch file add it under prifile tab in "Logon Script"

No. A logon script always run with users credentials.
Microsoft "runas" can not be scripted, for security reasons.

You can probably use a Startup Script (Computer Config), it runs as
SYSTEM or you can use a 3rd Party "runas" Alternativ like tqcrunas or
    you use a deployment solution.
