would advanced (paid) support for Windows7 provide updates for .NET or OS only from February?

Hi,

Yes, the Extended Security Updates (ESU) will include support for the .NET Framework 4.5.2–4.8 release (as of January 2020) and .NET Framework 3.5 Service Pack 1 (SP1).
