The error pop up is likely coming from a program installed on your pc that requires ,Net Framework 2.0.
You can try these steps:
1. Boot into Safe Mode with networking and see if it still pops up.
If it doesn't exist in Safe Mode, you can perform a clean boot and find which program requires .Net 2.0

2. Activate .Net 3.5, which include .net 2.0&.Net 3.0
Type Turn Windows Features on or off in Search box and enable the .Net framework 3.5-Ok
